[Core] Allow overriding existing objects in the ConfigServiceLocator

Allow overriding existing objects in the ConfigServiceLocator. The original reasoning was that for security reasons we don't allow manual override of existing objects. However, this is a necessary feature when working with multiple InterRequest objects.
